Jackson: rate breakdownJXN Water Selected class: Combined water and sewer accounts, all customer classifications and meter sizes; monthly 351+ CCF marginal tier.
Current equivalent: $26.67 per 1,000 gallons.
How to read this comparisonApproximateLocal combined water and sewer marginal-price comparison. The reconstructed 2020 reference uses the pre-increase rates reported by WLBT in December 2021, with separate reporting that rates had not increased since 2013. Jackson moved from flat volumetric pricing to ascending tiers in 2024. The previous and current points represent the 351+ CCF monthly block, while the 2020 flat rate applied regardless of volume. This compares high-use marginal prices across that structural change, not whole bills or average prices. Fixed charges and other fees are excluded throughout; no current water/sewer component split is inferred. Combined water and sewer usage price for the monthly 351+ CCF tier. Applies only to usage within that block; excludes fixed availability charges, taxes, other fees and account adjustments. Selected usage charges only. Salt Lake City: rate breakdownSalt Lake City Public Utilities Selected class: Inside-city low-strength commercial; summer, constant year-round usage scenario.
Modeled equivalent: $15.85 per 1,000 gallons.
How to read this comparisonScenarioModeled summer comparison for an inside-city low-strength commercial account using a constant 34 CCF each month, including winter (AWC = 34 CCF). In 2020, water within AWC was $1.49/CCF and class 1 sewer (BOD/TSS 0–300 mg/L) was $3.67 per AWC CCF. Current summer water is $4.18 and sewer is $10.97 × 70% of actual use. Uses existing/current 2020 rates in the budget, not proposed FY2021 sewer rates. The billing method changed; this scenario is not a citywide tariff increase, annual bill comparison or forecast. Fixed ERU/meter and excess-strength charges excluded. Summer water $4.18/CCF plus sewer $10.97 applied to 70% of metered water ($7.679 per water CCF). Winter water is $2.58/CCF. Los Angeles: rate breakdownLADWP + LA Sanitation & Environment Selected class: Inside-city multifamily, 5+ units on one meter; Schedule B Tier 1; modeled 92% sewer return.
Modeled equivalent: $27.01 per 1,000 gallons.
How to read this comparisonScenarioModeled comparison holding the sewer-return assumption at 92% and all selected water usage in Schedule B Tier 1 in every period. The 2020 value is a counterfactual reference, not an observed bill: contemporaneous guidance used 93%. FY2025–26 adopted 92%; FY2026–27 remains unverified, and LADWP still lists 93%. July 2020 water is $2.095 base + $1.904 supply + $1.610 quality + $0.291 Owens Valley + $0.428 infrastructure + $0.352 Schedule B revenue adjustment + $0.083 water low-income subsidy + $0.010 stabilization = $6.773/HCF. Add $5.80 × 92% sewer. Current water includes its published adjustment factors. Separate historical sewer low-income surcharges and other bill charges are excluded throughout. The latest comparison is January to July 2026, not year over year; the water decrease partly offsets the sewer increase. Neither the 2020 change nor the latest change is an actual bill increase or savings claim. January 2027 water and July 2027 sewer increases are not current. Modeled 92% sewer-return scenario; the FY2026–27 discharge factor is unconfirmed. July–December 2026 Tier 1 water is $10.885/HCF; standard city-treatment sewer is $10.13 per sewage HCF, modeled here at 92% of metered water ($9.3196 per water HCF). Tier 2 water is $14.778/HCF, or $32.22 per 1,000 gallons combined under the same assumption. The Tier 1 allowance depends on account winter history; its 24 HCF/month floor is an allowance, not a minimum charge or per-unit allowance. Schedule B water serves 2+ units on one meter; this sewer scenario requires 5+ units. The smaller-property winter sewer method does not apply. Excludes outside-city surcharge, separate historical sewer low-income surcharge, fixed/other municipal charges, separate irrigation, industrial adjustments and account-specific submeter credits. This is not a full bill, blended building rate or savings estimate. Confirm the address, utility bill, tier allowance and sewer factor before property use. Selected usage charges only. How to read this comparisonTariff referenceSame inside-city multifamily master-meter excess-use benchmark throughout, excluding minimum charges. The 2020 reference is $4.00 water + $5.47 sewer under Ordinance 19-09-81; 2020 amendments reviewed do not change these utility rates. Year-only 2020, 2021 and 2022 references do not assert exact commencement dates: the ordinances take effect after passage and publication. Combined references: 2021 $9.75; 2022 $10.33; October 2023 $11.36; October 2024 $12.30; October 2025 $13.83; October 2026 $14.67 per 1,000 gallons. The October 2025 tariff belongs to FY2026; the current October 2026 tariff belongs to FY2027. These are selected excess rates, not full-bill increases. Excess-use reference: water $6.28 plus sewer $8.39 per 1,000 gallons or fraction thereof above units × 2,000 gallons/month. Monthly minimums are water $28.36 and sewer $39.84 per unit ($68.20 combined), with that allowance for each service. Apartment sewer uses actual monthly water volume; single-family winter averaging and the new-account 6,000-gallon cap do not apply. Irrigation exclusions require written city approval. Richmond: rate breakdownCity of Richmond Department of Public Utilities Selected class: Multifamily / commercial-class metered usage charges.
Current equivalent: $21.60 per 1,000 gallons.
How to read this comparisonTariff referenceSource review reconciles all points to multifamily/commercial-class water and wastewater. FY2020 adopted budget p.622 supplies commercial water $4.48/CCF; official 2023 CSO Exhibit 1 supplies commercial wastewater $7.295 for 2019 and 2020. Proposed 2020 increases were stricken. Adopted ORD2025-057 and ORD2026-063 sections 28-327 and 28-651 explicitly include multifamily residences and confirm the 2025/2026 commercial volume rates. The current utility webpage repeats a seasonal residential explanation under multifamily, but the adopted ordinance places multifamily wastewater in commercial service; do not assert a seasonal cap. Conservative water-only savings exclude sewer by scenario choice, not by that residential rule. Multifamily/commercial-class volume charges: water $5.92 plus wastewater $10.24 per CCF (748 gallons). Adopted ordinance sections 28-327 and 28-651 include multifamily residences; commercial wastewater volume uses metered water or wastewater deliveries. Excludes fixed service fees, stormwater and account adjustments. Confirm property billing treatment before applying both components to a savings estimate. Selected usage charges only. Current equivalent: $21.89 per 1,000 gallons.
How to read this comparisonTariff referenceSame residential/commercial class and 3.95% surcharge in every comparison. Native water + sewer rates per 1,000 cubic feet: 2020 $57.31 + $66.60; 2023 $62.47 + $72.59; 2024 $67.47 + $78.40; 2025 $72.87 + $84.67. The latest published increase is 2024 to 2025 (+8.0%), not a newly established 2026 increase. Current code and reviewed 2026 ordinance/agenda records yielded no later usage-rate amendment. The 2023 ordinance expressly starts January 16; year-only 2020, 2024 and 2025 labels do not assert an exact billing commencement date. No separate 2021 or 2022 point is interpolated. Growth excludes minimums, fire protection, stormwater, industrial strength charges and changes in customer consumption or classification. Published 2025 schedule, still the latest found at October 2026 review: water $72.87 and residential/commercial sewer $84.67 per 1,000 cubic feet, each with a 3.95% surcharge for accounts using at least 12,031.25 cubic feet/quarter. Converted using 1,000 cubic feet = 7,480 gallons. Below that threshold the surcharge is 2%, giving $21.48/kgal combined. Water has a $72.87 quarterly minimum before surcharge; minimums, fire-line fees and stormwater charges are excluded here. Sewer uses measured discharge where available, otherwise water readings, with evidence-based adjustments for water not reaching the sewer. Industrial sewer uses separate flow/BOD/solids charges; the code includes thresholds of 25,000 gallons/day, 42 pounds/day BOD or 50 pounds/day suspended solids. Gwinnett County Department of Water Resources · Commercial/multifamily accounts receiving water and sanitary sewer service; tier-one water volumetric rate
Same-class comparison of combined commercial/multifamily water and sanitary sewer volumetric prices effective January 1, 2023 and January 1, 2025. The adopted resolution applies tier-one water pricing to these accounts; higher conservation tiers apply to single-family residential service, while irrigation and builder accounts have separate pricing. The utility's 2026 customer-care table confirms the 2025 price remains published for this class. Fixed charges and account adjustments are excluded throughout. This is a usage-price comparison, not a whole-bill increase or an account-specific applicability determination.

Local combined water and sewer marginal-price comparison. LADWP + LA Sanitation & Environment · Inside-city multifamily, 5+ units on one meter; Schedule B Tier 1; modeled 92% sewer return
Modeled comparison holding the sewer-return assumption at 92% and all selected water usage in Schedule B Tier 1 in every period.

City of Richmond Department of Public Utilities · Multifamily / commercial-class metered usage charges
Source review reconciles all points to multifamily/commercial-class water and wastewater.

Salt Lake City Public Utilities · Inside-city low-strength commercial; summer, constant year-round usage scenario
Modeled summer comparison for an inside-city low-strength commercial account using a constant 34 CCF each month, including winter (AWC = 34 CCF). Methodology and national context
Methodology
How the rates are selected and normalized
- Official sources first: each entry links to the responsible utility, commission, or municipal rate publication.
- Volumetric charges only: the combined figure adds the represented water and sewer usage rates. Fixed meter, stormwater, minimum, credit, and program charges are excluded unless the entry says otherwise.
- A named tier or class: when a tariff has tiers, the registry states which tier the scalar represents. It is not a citywide average bill.
- A comparable 2020 baseline when available: historical headlines divide the current combined volumetric rate by the same utility's 2020 rate for the same class, tier, and included charges, then subtract one. Otherwise history remains pending. Philadelphia compares the first 2 Mcf monthly water block plus regular sewer, including contemporaneous TAP-R in both periods and excluding fixed meter and stormwater charges. Hollywood's 2020 survey values are rounded and its comparison is marked approximate. Reconstructed historical references and changes from flat to tiered pricing are explicitly labeled in each city’s context. Salt Lake City is separately labeled as a constant-use summer scenario because its sewer billing method changed; the selected-city panel gives the usage and wastewater-strength assumptions.
- Metered-water equivalents: where sewer billing uses a documented return factor, the selected sewer component applies that factor before adding water and sewer. Salt Lake City uses a summer benchmark; winter rates differ. Ancillary charges and future changes are not silently mixed into current usage rates.
- One comparison unit: hundred-cubic-foot rates are multiplied by 1,000 ÷ 748 to estimate dollars per 1,000 US gallons.
- Coverage and dates: this is a selected-city research sample, not a national ranking. A 2020 baseline is a dated tariff snapshot, not an annual average. Verified observations do not imply complete annual coverage. An unknown effective date is shown separately from the source-review date.
- Source review before publication: rate, unit, date status, represented tier, and official source are checked together; a customer-facing proposal also requires human bill confirmation.
Rates can change and bills can use seasonal, customer-class, minimum, or multi-tier structures. The percent change is not a change in a property's entire bill and is not adjusted for inflation. Use the linked tariff and a current bill for a property decision; this registry is a comparison aid, not a billing authority.
Where Flumera fits
Translate a rate into property-specific economics
Flumera reviews utility bills, meter and pipe details, access, pressure, and operating conditions before projecting savings or recommending a valve. The assessment separates the tariff effect from billed-volume changes and models purchase, lease, or shared-savings economics using the property's actual inputs.
